The gain of the difference amp is :

Gain= $\frac{R_2}{R_1}$

$∴20=\frac{R_2}{R_1}$ or $R_2=20R_1$

Let $R_1=1 kΩ$ and $R_2=20kΩ$

For proper operation of the circuit.

$R_u=R_2=20kΩ$ and $R_3=R_1=1kΩ$
