1. The function of a governor is to keep the variation in mean speed of the engine within prescribed limits due to fluctuations in load over a period of time. The function of flywheel is to control the speed variations caused by the fluctuations of turning moment during a cycle.

3. A governor regulates the speed by regulating the quantity of charge of the prime mover. A flywheel stores the energy and gives up the energy whenever required during a cycle.

6. It is an essential element of a prime mover since it does adjustment of supply of charge according to the load on the engine. A flywheel is not an essential element for prime mover, it is only used when there are undesirable cyclic fluctuations of energy in output or input.
