$V_{GS}=-I_DR_S$ $\because I_D=\dfrac {I_{DSS}}{2}=4mA$ $V_{GS}=-4\times10^{-3}\times1.5\times10^3=-6V$ $I_{{D}_Q}=2.6mA$ $V_{DS}=V_{DD}-I_D(R_S+R_D)=16-(2.6\times10^-3)(3.9\times10^3)=16-10.14=5.86V$ $V_S=I_DR_S=2.6 \times10^{-3}\times1.5\times10^3=3.9V$ $V_{G}=0$ $V_D=V_{DD}+V_S=16+3.9=19.9V$
